Module 6:

Training for Managers

This module is designed to be a three and one-half hour training that provides an overview of how outcomes can be integrated into an agency's overall framework. The module identifies the fundamental aspects of an organization that must be assessed when moving to an outcome based practice. The module also examines a framework for program evaluation that incorporates the development and monitoring of outcomes. This module was developed specifically for the Illinois child welfare system; however, the material can be adapted and used for child welfare systems outside of Illinois. The module has not been updated since March, 2005. The module references 'Outcome Based Child Welfare Practice Website' as an external resource for agencies to obtain data. This website is no longer in operation. This training module is considered intermediate to advance level. It is designed for administrative staff.

This tool is discussed during Section 6 of the training. It was designed to keep a chronological log of the moves that a child experiences during his/her time in the foster care system. This tool works most effectively if an agency can download client information automatically into the tool instead of recording the information manually. The tool shows all of the placement moves that a child has experienced from the time he/she came into the system. The tool automatically calculates the days in placement based on the 'date in' and 'date out' that are entered. The tool also shows stability in relationship to the workers that have been assigned to the case, the different cities the child has lived, and whether the child has been placed with any of his/her siblings in the different placements. This tool provides workers with a quick glance of the moves a child has experienced during his/her time in the system. It also enables workers to see trends related to movement. Workers can utilize the tool with numerous reports including court, ACRs, and assessments. This tool can be given to participants during the training on a disk so that they can use with their own their cases. This tool is not completed during the training.
