Module 6:

Training for Managers

This module is designed to be a three and one-half hour training that provides an overview of how outcomes can be integrated into an agency's overall framework. The module identifies the fundamental aspects of an organization that must be assessed when moving to an outcome based practice. The module also examines a framework for program evaluation that incorporates the development and monitoring of outcomes. This module was developed specifically for the Illinois child welfare system; however, the material can be adapted and used for child welfare systems outside of Illinois. The module has not been updated since March, 2005. The module references 'Outcome Based Child Welfare Practice Website' as an external resource for agencies to obtain data. This website is no longer in operation. This training module is considered intermediate to advance level. It is designed for administrative staff.

This handout is a performance tool that was designed to help field staff with service planning. The first page of the tool is designed to hold data regarding all of the active cases on a worker's caseload. The data fields on the form were selected based on research showing how each field impacts the performance goals selected for cases. This page works most effectively if an agency can download client information automatically into the form instead of recording the information manually. Once the information is downloaded into the form, it can be sorted by any of the listed fields. The sort function allows workers to look at their caseload from different perspectives. The second page of this tool is designed to help workers develop a plan or road map for their active cases. This form would be completed for each of their active cases. To complete the form, the worker lists the permanency goal at the top of the form and then breaks out the goal into objectives and action steps. The action steps are specific tasks that must be completed to meet the objective. A date should be set for each action step. The date for the objective will be set based on the dates listed for the action steps that fall under it. Once all of the dates are set for the objectives, the worker will have a good idea of a possible date for permanency achievement.

The document listed as 'sample tool' has sample information included in the form. This can be given to participants as an example of how the form is actually completed. The document listed as 'performance tool' is blank so that agencies can implement the form within their own systems.
