The Illinois Integrated Quality Improvement Framework was presented to private child welfare agencies across the state at conferences held during May 2007 in each DCFS region. Executive leadership and quality improvement staff from each agency were invited and encouraged to attend. The context for the framework was laid by Dr. Fotena Zirps, a nationally recognized quality improvement expert in the field of child welfare. Her message was one of leadership and synergy. An important aspect of the implementation of the framework is the creation of Regional Quality Improvement Councils (RQCs).
