Disproportionality in Illinois Child Welfare

It has long been established that African-American children are over-represented in foster care – that they enter foster care at a much higher rate than other groups of children. But, what happens to disproportionality when examined over the life of a case? Does disproportionality persist when looking at which groups of children are most stable, are more likely to live with kin, or who exits foster care to a permanent home? How does the racial/ethnic makeup of a particular community factor into this? This questions are examined in the report.
